Typically, the folks telling you this are the same folks trying to sell you their dispute services. Many of these credit repair companies will tell you that using a sample/form letter is going to get your disputes labeled as frivolous, but after you purchase their monthly services guess what they are using to file disputes for you? Sample/form letters.
So who recommends using sample/form letters for disputing? Well, for starters:

3. TransUnion
4. FICO
5. The Scrub
The only notable omission from this list, Experian, just wants everyone to dispute everything online...which is about as cookie-cutter as you can get.
So how do you get your dispute labeled frivolous?

If you send in your dispute letters on canary yellow paper in Wingdings font size 6, then that might get your dispute labeled frivolous.
If you hock a loogie on your dispute letter, then that might get your dispute labeled frivolous.
If you make threats to sue the credit bureau if they don't get back to you in 12 minutes upon receipt of your dispute letter, then that might get your dispute labeled frivolous.
If you send in a 1200 page dispute letter, then that might get your dispute labeled frivolous.
If you send in the same exact dispute letter and dispute the same exact account for the same exact reason 6 times in a three month time period, then that might get your dispute labeled frivolous.
